All children and adolescents placed in foster care experience a disproportionately high occurrence of medical ailments prior to their entry into the system. This elevated risk persists throughout their time within the system and even after transitioning out, resulting in unfavorable health outcomes. Astonishingly, research estimates that between 40% to 95% of children who enter foster care possess at least one physical health issue, special healthcare requirement, or chronic medical condition. Furthermore, studies have revealed an alarming surge in the rates of post-traumatic stress disorder (PTSD) and other mental health disorders among these individuals.

Consequently, there has been a significant rise in the prescription of psychotropic medications to address these mental health challenges. Additionally, adolescents in foster care face heightened reproductive health risks, including increased rates of teen pregnancy and sexually transmitted diseases. Moreover, they also contend with chronic physical ailments, dental problems, and a myriad of other health concerns upon entering the system. These adverse events experienced during their formative years have a profound impact on their overall well-being. Disturbingly, these health issues persist into adulthood and are associated with the onset of chronic diseases such as heart disease, cancer, chronic lung disease, skeletal fractures, liver diseases, and even drug addiction. It is imperative that we take action and become actively involved in addressing these pressing matters. The time has come to make a difference and prioritize the health and well-being of these vulnerable individuals.

The American Academy of Pediatrics (AAP) ardently champions the concept of a medical haven for children with intricate healthcare needs who find themselves in the embrace of foster care. While the existing data unequivocally endorses the efficacy of this model across various populations, the literature unfortunately lacks specific evaluations pertaining to foster care medical homes. In conjunction with other esteemed organizations, the AAP proffers invaluable recommendations that underscore the paramount importance of a comprehensive suite of services and unwaveringly consistent care delivery, all aimed at tending to the intricate needs of children and adolescents navigating the labyrinthine world of foster care.

Primary Medical Needs Pre-Screening Requirements

NorthWest Outreach Child Placing Agency, in its pursuit of excellence, shall meticulously evaluate the eligibility of all foster parent applicants before embarking on the esteemed home study process. Each foster family’s application shall commence with the submission of a meticulously completed data collection form to the agency.   • Must have high school diploma or G.E.D. and provide documentation of such. If no high school diploma or G.E.D. be able to pass a agency assessment.
  • Must be at least 21 years of age as indicated on the copy of the birth certificate.
  • Must be a U.S. citizen, permanent residents, or other qualified aliens as defined in 8 U.S.C. 1641 (b)
  • If married, marriage license must be provide. If divorced, a divorced degree must be provided.
  • Must provide income statements demonstrating ability to care for youth with verifiable income that demonstrates earnings above established federal poverty line for family size.
  • Must successfully complete required agency orientation.

Primary Medical Needs Home Requirements

Applications are required to provide a luxurious abode with ample space to accommodate a child, ensuring privacy and adhering to the highest LICENSING STANDARDS. Each bedroom must offer a minimum of 40sq feet per occupant, with a maximum of 4 occupants allowed per room. For single occupants, a lavish bedroom must boast at least 80sq feet of floor space. Every child is entitled to their own bed and a designated area to store their precious belongings.

  • Applicants must provide utility bills to verify their address.
  • Applicants must provide homeowners or rental insurances.
  • Applicants must provide a floor plan of the home showing the dimensions and purpose of the home, identifying indoor area for children’s use photographs must accompany the floor plan.
  • Applications must provide an approved fire inspection.
  • Applications must provide an approved health inspection.
